There is no sceintific tool to measure it so it's a matter of opinion. I can testify that trying to learn Spring wasn't the easiest experience compared to the resources you have for Rails (perhaps you can point me to a good resource on Spring) . So there's the getting started issue . After that you have the issues of static vs dynamic languages with their pros and cons , and finally Rails' whole convention over configuration . Personally I think that Rails is right for A LOT of websites or even web apis . Java has it's place too of course and the countless other frameworks and languages we have now days . The whole language wars is getting old...
